James Hubbard



James Hubbard began serving as President of the Jacksonville Economic Development Corporation (JEDCO) in November 2017.

Previously Hubbard served the City of Colleyville in numerous roles, most recently as the Assistant to the City Manager. His primary duties included managing businesses retention and acquisition efforts during a major State highway expansion project, negotiating development incentives, and commercial corridor land-use planning. Hubbard has an inclusive and holistic approach to economic progress centered on building relationships that foster controlled success, beneficial to business, and responsible to tax-payers.

Mr. Hubbard received his undergraduate degree in criminal justice, and his graduate degree in public administration from the University of Texas at Arlington.

Jacksonville is home to the Hubbard family and their three children.


Sherri McDonald

Economic Development Assistant


A graduate of Jacksonville High School and Jacksonville College, Sherri has spent the last 35 years embedded in Jacksonville.  Prior to working at JEDCO, she held positions in property management, banking and as an administrative assistant.  She also served in various volunteer organizations.  Sherri is a 2001 graduate of the Jacksonville Leadership Institute and 2015 graduate of the TEDC’s Basic Economic Development Course.  She is married to Kevin and they have two children.
